Texas Railroad Commissioner David J. Porter will deliver the Keynote Address at Shale EnviroSafe, the conference & exhibition focused on the environmental, health, safety, and regulatory considerations facing U.S. shale plays.  Commissioner Porter is scheduled to kick off the first day of Shale EnviroSafe, which will be held October 14-16 at the Henry B. Gonzalez Convention Center in San Antonio, TX.

Porter was elected to serve a six-year term as Texas Railroad Commissioner in November 2010.  Since taking office, he’s created the Eagle Ford Shale Task Force to establish a forum that brings the community together and fosters a dialogue regarding drilling activities in the Eagle Ford Shale. In recognition of his foresight and leadership, Porter was named “Man of the Year” by the industry publication The Oil & Gas Year – Eagle Ford 2013.

The ongoing national campaign against the use of cellular devices while operating a motor vehicle has sent out a plethora of mixed messages. Nearly 1 in 5 crashes in Texas occur while using cellular devices. On January 3, 2012 the US Department of Transportation (DOT) adopted a ban to restrict the use of mobile devices while operating a commercial motor vehicle.

The “Distracted Driver” campaign has established partial or total bans on texting while driving in over forty states, and heavy fines and civil penalties will be imposed on commercial drivers who use any hand-held device that has a phone number (FCC definition for mobile telephone) while driving. Violations will incur federal civil penalties of up to $27,750 for each offense and multiple offenses can ultimately lead to driver license disqualification.

What Do The New Rules Mean?

The new rule specifies that holding, dialing and reaching for a mobile device is unacceptable. Push-to-talk mobile telephones (if it has a phone number) are also restricted under the new rule. The restriction does not include the use of Professional Land Mobile Two-Way Radio units. Two-way radios are not considered to be mobile telephones and are not affected by the legislation.

The Eagle Ford Shale drilling rig count decreased by three to 264 rigs running. That is one more rig than the average so far this year.

We spent time out at Bentek Energy's Benposium Conference this week and there were a lot of great Eagle Ford takeaways. One of those was a comparison of the company's Eagle Ford oil production forecast from two years ago to today. In short, the play is producing just as much today as the company had forecast for 2016 and is now projected to surpass 1.4 million barrels per day in 2016.

Our numbers cover a 30 county area impacted by Eagle Ford development. A full list of the counties included can be found in the table at the bottom of this article.

Eagle Ford Oil & Gas Rigs

[ic-l]A total of 37 rigs are targeting natural gas. Six began drilling this week.

Natural gas prices were up a little to more than $4 again at $4.06/mmbtu on Friday afternoon. It has been a mild May, so having a $4 price and not a $2 price is a nice gift for natural gas producers.

A total of 227 oil rigs are running in the region. WTI futures were almost unchanged from the past two weeks at $96/bbl on Friday afternoon. Eagle Ford light crude traded at $91.50/bbl on May 16th.

Karnes and La Salle counties lead development with 39 and 34 rigs running, respectively. See the full list of drilling by county at the bottom of the page.
